Circle of protection: Why does it cost that much now?

As it feels odd to have it cost that much.. Well maybe make it situational.. Maybe lifesaving or something (its not saving any lives tbh)?
Anyways.. It feels wrong, that at least my level which is 25, with heavy armor and all passives that help.. 4/10/10 stats..
IF i use it in battle, it costs almost 2/3 of my stamina which always tends to lead to total exrinction of remaining stamina after some blocks and other basic stamina abilities...
What is the justification behind this change? Its not that good unless fighting with daedra or undead.. I dont see any justification for it to cost that much.. It mostly feels waste of ability slot right mow.
