We all know it is coming - race changes - when do you think it will be in the Crown Store?

I think they need to turn all racial passives to fluff first.

Of course, if they are smart, they will also implement the barber shop before the race change, so you can adjust your character.

Can you imagine the wailing and gnashing of teeth if they just flip the character settings from one race to another without letting players make adjustments?

...I'll be sitting in the front row with a huge bowl of popcorn if that happens.

I assume it will not need a barber shop, based on how name change works. When a name change is enabled, when you select the character, you can't do anything with it until you type a new name and confirm. I would expect that clicking on or attempting to load into a character with the race change enabled would take you to the character creation screen.
You absolutely need a character edit in place before they can sell a race change. I don't know if people changing races for the passives just don't care about how their character looks, but from playing around in character creation making one race look like the other, swaping races doesn't give a perfect 1 to 1 translation of looks. So they need at least a barbershop in place before hand.

I do not suspect they would allow any faction changes, I believe they will focus on Race / Name changing. Perhaps one day they would offer faction changes though.

@Vaerth just out of curiosity, why do you think that?

Faction changes could be potentially far more difficult to implement due to the fact that there are 3 different versions of nearly every quest in the game. A 1-50 version, a Cadwell Silver version and a Cadwell Gold Version.

If your character was suddenly switched to a different faction the game would have to do a complete revamp of your "Completed quests", linking one version to another, marking one you had completed as not completed and vice versa. This could be a huge undertaking for the character databases.

Personally I hate this "Musical Chairs" approach to balancing racials and would far prefer if they nerfed them all down to the point were they offered no more than a 5% bonus to whatever.

I have never seen in any mmo where racials can give things like 21% boosts to a stat, let alone have that come into play 8 months after release. The reason you don't see that is for balancing.

    I completely agree.

Has Zenimax considered what is driving the strong demand for race changes? Here's a hint: it has nothing to do with the passives being balanced.

And everything to do with them ring massively imbalanced

When there's a race change option, there also would have to be an appearance change option.. wouldn't it?
If this becomes available also to those who do NOT change their character's race, it would be awesome!
