You absolutely need a character edit in place before they can sell a race change. I don't know if people changing races for the passives just don't care about how their character looks, but from playing around in character creation making one race look like the other, swaping races doesn't give a perfect 1 to 1 translation of looks. So they need at least a barbershop in place before hand.I think they need to turn all racial passives to fluff first.
Of course, if they are smart, they will also implement the barber shop before the race change, so you can adjust your character.
Can you imagine the wailing and gnashing of teeth if they just flip the character settings from one race to another without letting players make adjustments?

I assume it will not need a barber shop, based on how name change works. When a name change is enabled, when you select the character, you can't do anything with it until you type a new name and confirm. I would expect that clicking on or attempting to load into a character with the race change enabled would take you to the character creation screen.

I have never seen in any mmo where racials can give things like 21% boosts to a stat, let alone have that come into play 8 months after release. The reason you don't see that is for balancing.

Has Zenimax considered what is driving the strong demand for race changes? Here's a hint: it has nothing to do with the passives being balanced.
