Whats the difference between this two skills

Leeching Strikes and Siphoning Strikes because i read the description and both restores magicka and stamina, with the difference that the morph of leeching heals.

I mean in the description says that each basic attack restores magicka and stamina and the new effect is: All attacks have a chance to restore Magicka and Stamina ???????????? im stupid or i don't understand?

All my "basic attacks" restores blabla, why would I want to have a "chance" that "all my attacks" do the same?

I mean is this for abilities spam? is there any difference???

My brain says to me that the 2% health restore is better:

17000HP -> 2% = 340.
dual wield, two attacks 680hp and two attacks i can do in 2 seconds.

Of course I could be completly wrong and I don't know what I'm talking.

Enlighten me.

    your speaking as if it stacks. it does not stack (atleast i dont believe it does) and im sory, but 340 is almost nothing of an increase.

    Well, if you are light attack weaving you effectively double your chances of 15% mana and stamina gain which is very significant.

    But then i can't understand under which circunstances or why for almost all the people Siphoning Strikes is clearly the better choice.

    The difference between the morphs is that one also restore hp per light/heavy and the other morph have a chance to restore magicka and stamina when you hit with a skill. For example if you use strife. You would want it because you need the sustain of resources.

    mmmmm you make me think twice because I wan to use strife/ swallow soul as one of my main skills for the build im doing...

    I'm assuming one is for normal attacks with a weapon, while the other has a chance to proc of ANY attack you make with any skill, not just from mouse clicks.

    There is about a 1 second cooldown on the restoration effect. You cannot get resources back more than once a second, so it doesn't really matter how much faster you can attack.

    Also, to answer your question, one procs only off of light / heavy attacks and restores health (Leeching Strikes), while the other procs off of ALL attacks, including those that cost stamina / magicka (Siphoning Strikes).

    Siphoning Strikes is the better morph, imo, unless you are a tank or something. And even then, Siphoning may still be better since you don't have to drop your block at weird moments as much.

    Leeching Strikes has a chance to return stamina, magicka and health on light and heavy attacks, whereas Siphoning Strikes has a chance to restore stamina and magicka on any attack.

    If your skill rotation uses a lot of light or heavy attacks, Leeching might be more useful, but if you plan to inflict most of your damage via skills then Siphoning will likely be your best bet.

    Siphoning Attacks is very useful if you plan to use Sap Essence as main AoE. Sap Essence heals you and buffs you dmg, which in a way counteracts the decrease from siphoning attacks. Plus with Siphoning Attacks up, you can basically spam Sap forever.
    Siphoning Attacks restores a small portion of magicka and stamina on light and heavy attacks. However it also has a chance to restore even more magicka and stamina on skill use.
    Leeching Strikes only has the restoration of magicka, stamina and health on light and heavy attacks. From what I understand, most NB tanks choose this, while DPS NBs choose siphoning attacks.
