Why not introduce cosmetic clothes in inventory?

Before ESO I played LOTRO (Lord Of The Rings Online) and there you had two sets of armor to make : one that is visible to others and one that you actually wear. Of course, you could turn off this option and let others see your actual armor.
I believe most of you at least once had a nice set of armor that matched other parts, and after some quests you got for example stronger helmet, but it didn't match other parts at all so you had to choose between appearance and quality. With this you could easily have both.
I know about costumes, but this is about whole set that you could edit.
