Should ZOS add more tiers to the buffs?

The current Buff system is very limited in what it has to offer. You have a Minor and a Major buff, and thats it.
Because of this you have a lot of skills that became useless, below par compared to other skill that give the exact same buff, or skills that at rank 1 give the same bonus as they will give at rank 4.

To make more skills useful, and make leveled skills give more advantages over un-leveled skills i propose the suggestion of adding at least 2 more tiers to all the current ingame buffs.

Minor - Average - Advanced - Major.
The Minor buffs will all stay the same, and most Major buffs will become Average buffs.
Buff: Description "by" Minor / Average / Advanced / Major.*
Brutality: Increase weapon damage by 5% / 10% / 15% / 20%
Empower: Increase damage of next attack by X / X / X / 20%**
Endurance: Increase Stamina recovery by 10% / 20% / 40% / 80%
Evasion: Increase Dodge Chance by 5% / 10% / 15% / 20%
Expedition: Increase movement speed by 10% / 20% / 30% / 40%.
Force: Increase critical damage by 10% / 20% / 30% / 40%.
Fortitude: Increase Health recovery by 10% / 20% / 40% / 80%
Heroism: Increase Ultimate gain by 1 / 3 / 6 / 9
Intellect: Increase Magicka recovery by 10% / 20% / 40% / 80%
Mending: Increase healing done by 8% / 15% / 26% / 30%
Prophecy: Increase Spell critical by 5% / 10% / 15% / 20%
Protection: Reduce damage taken by 8% / 15% / 26% / 30%
Savagery: Increase Weapon Critical by 5% / 10% / 15% / 20%
Sorcery: Increase Spell damage by 5% / 10% / 15% / 20%
Vitality: Increase Healing taken by 8% / 15% / 26% / 30%

* I have written made the Minor and Major buffs used in the current system fat.
** There aren't any buffs like these besides the one written down.

These differences in buffs would allow more buffs to become useful or actually improve as you rank up the skills.
It would also allow the return of some of the old (well loved) buffs, and make certain skills more useful.

A few examples:
Vampire: Mist Form > Elusive Mist: Reduce damage by 75% and increase movement speed by 40%.
Each Rank has the same speed bonus, duration and damage reduction. With this suggestion it could become:
Mist Form > Elusive Most: Reduce damage by 75% and increase movement speed by 10% / 20% / 30% / 40%.

Same for Alliance War, Assault: Rapid Maneuver. The speed of this skill could also scale instead of being the same on all 4 ranks.
(Could also apply for the Charging Maneuver morph).

Restoring Aura: Give this skill back its old 80% Health and Stamina bonus (the Magicka on the passive effect can be removed then).
Blood Altaar could be 20% health regeneration, while Overflowing Altar could become like it was in the past, 40% health regeneration.
(Potions could stay their current 20%).

Sorcerer's Surge (For example) could become Advanced, while Momentum (2h) stays Major. This way a Sorcerer could use both these two buffs without one of them going to waste. (Same for the Nightblades Power Drain skill).

Blur (NB) and Evasion (Medium Armor) Also share the same effect.
Rapid Maneuver shares his effect with 1 sorcerer skill, 2 NB skills, DW skill and Vampire skill.

And, well... A lot more skills that are accessible for 1 (or multiple) class(es) share the same effect, not even counting skill effects that share the same effect as potions.
