So, vamps have the ability to use their vamp abilities alongside their regular abilities. Werewolves, on the other hand, are relegated to only werewolf skills when they're in werewolf form, and when in human form, can only use human abilities.
But in this glorious land of make-believe, werewolves can suddenly use human abilities, and humans can use werewolf abilities.
