"soul shatter" passive and armor skills Not proc'ing

i have the passive called "soul shatter" 2/2 filled and it says i will explode for 2863 magicka damage if i drop below 20% health and that simply is not working and not proc'ing.
my armor also is not proc'ing, the armor is supose to make others bleed "twin sister set" not working, ever, hasnt worked in weeks. does not proc.

i tried puting this into the customer support catagory but this forum gives me the message " you are not allowed to post in this catagory"
so i posted this in the "general discussion" as it is the only place apparently we are allowed to post things?
Also, when i sent in a ticket about this problem a few minutes ago i got the message that says "you have multiple tickets open, this ticket will take longer then usual to be seen and read"
about a week ago i spoke with a dev in email responce and i specificly asked to have any and all tickets closed out that were previously in my box and that dev assured me that ALL tickets had been closed months ago. yet i still get that message, so i came here to try and report a lack of proc.

I see soul shatter proc all the time in Cyrodiil.

You have to have a Soul Magic ability slotted for it to proc, like Soul Strike or Soul Trap.

the armor is not procing.

that is false information, it is a passive not a skill i click on
a passive, that is not working.

Yes, but for that passive to work, you have to have one of the Soul Magic active abilities slotted, it says so in the tool tip for the passive.
