Is anyone else having delays before NPC's voices kick in?

I hit the dialogue option I want and the next words are on screen about 20 seconds before NPC voices start up...

    Yeah, I've encountered it. Restarting doesn't do anything though.

    I have seen this a lot since the 1.6 update. It's strange, because the animations and the sound clips are all stored on the client side, so the much dreaded network latency should not really be able to desync them.

    I currently experience so many sound bugs while playing that I would not even know where to begin other than WTF? From weapon sounds spamming long after fight, to random rune harvest sound bites. NPCs not speaking instantly (or at all) is the least of it ;)

    Atleast we aren't hearing about how Ranseur is a madman across the zone anymore. Instead now it is runes being taken. Oh yes, I love the random scritch scritch

    I ran into this with the cloth armor vendor in Belkarth's crafting shop. he normally starts chatting about light armor being practical and effective but he would move his hands and not open his lips nor would the audio play. I thought it was lag on my end but later when I sold off some stuff he did the same thing.

    Only happened a couple times yesterday, though not enough to be a significant problem. More concerning is that occasionally NPCs will disappear for myself and others in the zone such as the banker in Daggerfall, whom would not be killed by justice folks. In those cases, a relog is required. I don't know if that's super lag or not.

    Sometimes. Restarting the game has solved the problem for me so far.

    It was happening long before 1.6; it started when they first added the "new" voice synching and zombie-facial expressions when talking.

    It's sporadic, not every conversation. Sometimes the NPC's lips willl start moving before the sound shows up; sometimes the sound shows up before the lips start moving (ventriloquism?); sometimes there is a delay before sound or lip movement start after the text shows up on-screen. There's no consistency to it.

    Most likely, sound, facial animation, and on-screen text are handled as separate event streams and they don't get initiated at the same moment because some other higher priority event (like handling mouse input) interrupts their scheduling... which is just bad coding.
