I am totally up for this feature; but why is it not in-game yet you might ask?
It may already be on their "To-do" list, but it's not a pressing game feature, and you don't see a lot of people asking for Hair-cuts or cosmetic face sculpting.
Sure they could throw that "certain NPC" from Skyrim into the game somewhere, but why someone isn't on top of that is a mystery.
Perhaps someone should go over to the Bethesda offices and ask them. :P
Because they had more important stuff to do, like content additions and bug fixes, just to name a few.
I wish they still had the "LOL" option.

Laugh at the truth if you want, doesn't change it. In any endeavor there are lists made to prioritize workloads. Adding a face sculptor is prioritized the way they chose to prioritize it.
They've acknowledged the player desire for this type of system and have said they're working on it.
What else do you want me to say?
