Why do grocers only sell Food ingredients and not Drink ingredients?

ZoS, we all know Drinks are horrible compared to Food for buffs, but you can't even BUY drink ingredients from grocers?

    I know the one in Craglorn, just outside the inn, usually sitting on the ground.
    Usually main cities have one as well.

    Grocers sell raw FOOD ingredients only.

    Because, for the most part, lootable containers are almost almost exclusively filled with useless beverage ingredients now.

    When I go on stealing sprees, I usually get a ton of food mats for me to launder. Thats my source, and I usually end up vendoring most of what I can't use.

    And slightly off the topic, Am I the only one who prefers to use drinks instead of food? I would rather have faster regen than simply having a big pool. Drinks and jewelry that reduce cost are really effective when combined with attacks that leech or return magic/stamina.
    As a casual player I was satisfied that at one point I had a char max level and near max crafting with almost all motifs and I pretty much lost interest. Then ESO discovered DLC's and now my main is just a wanabe and I am happily pulled back into the game.

    It depends on what you're doing. In exploratory/quest PvE where your combats are very rarely more than 10s long the Food boost is more useful since you raise more than you can regenerate in a fight. In Boss Combat and PvP (at least so I've been told), fights are almost always 20s or more and therefore the regeneration boost tends to be of greater utility.

    You have to be a criminal to brew drinks. They still don't compare to food anyway so it doesn't bother me.

    When 1.6 first hit, Brewers and Chefs sold raw mats. Then for some reason they removed the mats from the Chefs and Brewers because ZOS stated that the Chefs and Brewers would not sell ingredients (like anyone ever bought food/drink from them in the first place). Back then, you could buy Drink mats from the Brewers, they just never changed the Grocer lists.

    BTW, if you need some of these, I have a bunch, I can sell them to your for general market prices if you need them.

    To be precise, Grocers are selling not all food ingredients, but vegetables only. So the rest you have to find in the world/steal. And price for vegs is 150g ea.
