Returning player, what should I do?

I played for a while at launch, and then again a few months ago and I stopped right when I finished the main quest line for the Covenant. What should I do now? Craglorn seems to be group only and difficult, I'll do that once I get to at least Veteran 5. I joined the wrong campaign in Cyrodiil which was dominated by the Dominion so now I have to wait to switch to a more active and balanced campaign. What I really want to do is try the other faction stories but not sure how I should do it, just use other characters and level those up? Or should I do Cadwel's silver even though doing quests that way gives very little EXP.

If you want to do the other factions quests, then do Cadwell's silver. You will increase your veteran rank and earn CP. Creating an alt in the other factions to complete the quests will do nothing to advance your main character.

Thing now is getting Champion Points, which you can only do on vet characters, so I'd start going thru Cadwell's with your current vet. XP in Cyro is getting a boost soon, too so that should help

If you finish the main quest line and fighter guild/mages guild quest lines and defeat Molag Baal, Cadwell will give you Cadwell's silver and gold quest lines. These quests are essentially to complete the other zones. You should be around level V10 once those are complete. Then the normal progression would be to complete the Craglorn quests after that.
