Returned to the game after months away, lost as what to do...

I havent really played for about 6months or so, i started orginally as an NB, got to 37 with bow as primary and dual wield as backup but stam balancing was utterly dire so i gave up and made a Templar.
Got Temp to VR2 but the grind just took any enjoyment out of the game for me, so with it now being essentially b2p i decided to check the game out again, i have a few questions.
Is NB now viable in both PVP and PVE? i used to play a Ranger / NB / SB / Infil in DAOC, yes i love my stealth classes, but i love a range dps class as well, im primarily a PVE player but i love a bit of PVP. So how does Bow sit now with regards to PVE?
I went full Medium armour on my NB, am i gimping him? i noticed the majority of the NB attacks are magic based, how should i balance my skill points for an NB that is wearing full Medium, and using a Bow and Dual Wield? should i be putting more into Magicka to help out?
With regards to Templar, it seems they are fotm right now for PVP, which doesnt interest me in the slightest, id rather not PVP with an overpowered unbalanced class, how are Templars for PVE and healing now? my Templar was Imperial specced with full heavy armour and sword and shield, so most of my stuff is stamina based on this character too, kinda modelled him after a Paladin type.
Would i be better off just levelling a Sorc or a Dragonknight instead now and trying something completely new and different?
To be fair im just kinda in a quandry what to do in all honesty, i love the idea of the NB but i just want to know will i be viable for Endgame PVE now? as previously it was bring a stick and skirt or stay at home for Stam classes
