1) I havent tried it but I've heard that if you get cured, then come back the skills are where you left them.
2) WW vs Vamp is a preference. WW is not constantly active though you do always benefit from the stamina regen. Vamp is constantly active, but weak vs fire and less than normal health regen. WW is better for Stamina builds, Vamp doesnt really matter what your build is, the actual vampire skills use magica but they arent currently useful enough to bother with.
3) There is an NPC in the mage guild of the same zone (Rift, Bankorai, Reapers March) you acquire vampirisim in for your faction that can cure you.
If you get cured. You will lose the skill points placed in those active and passive abilities, unless you respec before curing. Unaware of this having changed since launch.
I got Vampire at level 19. Never gotten rid of it.
Prelate Sabinus is the NPC you receive the cure from.

oh and whats the fastest way to lvl vamperism
Feed on enemy living humanoids. (i.e. not daedra, vampires etc). Make sure it says "Hidden" when you sneak up and, of course, make sure another nearby NPC isnt able to see you.
To level it up just put the vampire active skill on your hotbar, even if you dont use it, and it will level up.
