Installer not installing

Hi there, after a clean reinstall of Windows 8.1 Professional x64, I cannot install ESO.

The launcher says "preparing to install", goes to 100 % then closes without further comment.

I re-downloaded,
I did clean boots.
I checked compatibility to Win 8 and Win 7.
I ran it as admin.
I added an exception for the firewall.
I disabled anti virus.

I will NOT reinstall my complete Windows for this.

Please help!

I played this game sind early beta and never had an issue like this with the very same machine:
(Only change: GTX 970 instead of GTX 670)

    A possible solution for your downloading woes is reinstalling your Adobe Flash player.

    1)Uninstall Abode Flash from your control panel.
    2)Restart your computer.
    3)Go to the Adobe site and download a fresh version of the flash player.
    4)(Hopefully) profit and enjoy the game.

    For some reason the Elder Scrolls is very finicky when it comes to Adobe, and it can jam up the download process.
    It's also a lot quicker to try this than doing the entirety of Windows.
    I hope this helps (I just had to do it myself to redownload the game and get it to patch, as it was hanging up on me as well. Hopefully this fixes things for the both of us).

    are you trying to instal it in the default location?
    if so, try to instal it to another partition or hard drive, see if that works
    Just be sure to create and select a folder for the installation as the game will install to the root if you choose it. and believe me, you don't want that :)
