Looks like they made an attempt to fix his solid white eyes but now they are clouded over like he is blind instead of possessed.
The way they look now......

Make stamina builds even with magicka builds.
Disable abilities while holding block.
Give us a REASON to do dungeons more than once.
Remove PVP AoE CAP. It is ruining Cyrodiil.
Fix/Remove Forward Camps. They are ruining Cyrodiil.
Impenetrability needs to REDUCE CRIT DAMAGE. Not negate entire builds.

Quite likely. Its most noteable in lore from the oblivion era, with the transition of the CoC into becoming Sheogorath and the line about him taking his eyes.

Why not use his Daggerfall model. That one was far cooler.
But seriously, there isn't much problem with this. There's no reason that 4e Sheo couldn't have just trying on some of his predecessor's outfits when he met the Dragonborn. They have a look as if looking into some swirling ethereal plain. It is clearly by design.
