and Zos have not fixed nor addressed the issue in several months it appears safe to assume its not an exploit.

It's a shame from my perspective as i like to pvp.

The ZOS Ministry of Truth does not find the issue of exploitation to be credible. The issue was perceived as exploitation, when in fact it was the presence of a random deer that was missed in the code.

Yeah, their draconic mods are more worried about forum users "feelings" than the game developers are about the functionality of the game that pays everyones salary.

The only feedback we are allowed to give is "Games great, sunshine and rainbows, never anything broken" or you get the hammer slammed down on you. Especially if the problem is "gasp* a player doing shady things with the client, oh no that can never ever happen right?

As if their customer support people even know how the game works internally. We need direct line (here) to the actual devs, not a damn support ticket.

The only way to make this go away is to figure out how he is doing it and have someone create a "how to" youtube video.

There were a several different poplular youtube posters that have had skills that were lynchpins of their builds strategically nerfed after they posted a build video - and those were nowhere as ridiculous as this. ZOS seems to watch youtube and twitch more than they read their own forums. Perhaps that's why there is so many issues... but anyway:

Transparency is the best of disinfectants. If you know how its done, post and let everybody know.

If what he does is not against the TOS, then it is permissible and should become the new FOTM in cyrodiil until everyone is an unkillable vamp. Everyone is a vamp already so we are half way there.

...Meanwhile I was permanently banned by a small group of players who reported me for "Hacking" the game. It took me two days to get my account back without an apology or explanation from ZoS as to how I was actually hacking anything (which I obviously wasn't).

There is nothing in the game that reduces the damage done to Damage shields yet the players in question have shields that absorb 10s of thousands of damage and health bars that act the same. I don't doubt they're exploiting some obscure set that they discovered and are stacking with something else. This is why they wear the Seducer Costume to hide the set they're using (so it obviously includes a chest piece).

That this kind of stuff goes on just boggles the mind....
