Offhand weapon never procs

Iam dual wielding with two axes both with enchants on it but the enchant on the offhand weapon is still full, iam using those weapons almost a full master level. I have all passives in the dual wielding skill line, is it bugged or do i mis something?

Use different types of enchants, for exp. 1 fire 1 desease, to make both weapons proc. If you use the same type only 1 weapon procs.2
