If I die tomorrow I do not want to think of the game I could of played today, therefor I will play whatever I want today while securing a future to play in as well.
A true gamer will think of all the possible outcomes and execute the one that is the hardest to accomplish.
The Cycle of Life passive for Restoration Staff used to scale off of Max Health, but I am not sure what if anything does now. I am betting there is something obvious I just can't think of at the moment.

Anything that restores a percentage of your health will be more effective with more health (e.g. leeching strikes' 2% per strike), but I don't think any character stats directly scale with health.

Since when weapon dmg and spell dmg scale off of your stamina and magicka?
Stamina and magicka increase the dmg of your stamina/magicka skill, like weapon damage and spell damage do. But they do not make them scale.
if you increase your stamina u do not see the weapon damage stat increase. You do see any stamina skill scale tho.
Some shields (like igneous shield for DK) scale off Health.
Abilities that scale off health and set effects that scale off max health.
Examples of sets include things like Crimson Twilight.
Examples of abilities that scale off max health are Werewolf's heal, Vampire's missing health heal, Warden's ice heal, DK's damage shields, DK's Green Dragon Blood, etc, etc.
If it doesn't say it exclusively scales off max health or missing health your health pool means nothing to it.
