My question is concerning champions points gains after tamirl unlimited drops.
Is the +10% inspiration gains in champions points the same gains we have currently?
More or less, will we have increased gains when TU drops or is the +10% currently applied?

The latter. The +10% inspiration gain is on top of what is currently in the game. Conversely, those who are not ESO Plus subscribers won't be getting less inspiration than they are now when we switch over to Tamriel Unlimited. The same goes for XP rates, item drop rates, gold gain rates, etc. We aren't reducing any of those.
