Siphoning Attacks - since 09 Mar
I was wondering if anyone else has noticed, or it has been IDed as a bug that Siphoning Attacks doesn't appear to be returning magicka when it procs at anywhere near the rate it was before the last patch update. I tried both with my tank (in which I use Sap Essence to keep magicka and stamina stores up), as well as on my healer build to return magicka when healing. In neither case did the magicka return seem to be procing (or at least not for nearly as much as before). Incidentally I didn't notice this problem on my tank with stamina returns using Siphoning Attacks. A friend of mine who also runs a NB tank complained of the same problem.
