The mobs from nirncrux mines don't award XP at all?

Why, they help you spend gold on armor repair, either in the form of kits or through vendors.

The mechanic of the encounter is that endless waves of enemies spawn at you forever until you complete the encounter. If the gave XP, it would be THE grind spot to get your character from v1 to v14 overnight.

Did you complete the encounter?
You need to kill the 3 trolls, then kick the 3 barrels that are close to them (by pressing E). Then the boss will spawn.
Killing the boss should give some XP, about the same amount you get for completing a Magical Anomaly or an Anka-Ra Burial Site I think. I guess these got nerfed with the Craglorn boss XP nerf as well though

Well even if it is endless, at least award 1 xp per mob. It would still take forever to accomplish anything with that much xp incoming.
