Cloak is not only NOT fixed... it just cost me 11k gold because a NPC Guard ignored the fact that I was invisible 3 times... and then when it finally did work, and I managed to break line of sight with him,... he still magically came to exactly where I was once the 1 (of 4) successful Cloak uses wore off!!!??!!

Wasn't this all supposed to have been fixed this update!?

Come on!

I'm all for tough Guards. I'm all for the consequences of the Justice System... What I'm not for is when broken mechanics interfere in playing within the new systems.

As far as I'm concerned, you owe me 11k gold, Zeni. lol

As cool as The Justice System is, they should fix broken mechanics before overlaying a system that is so heavily dependant upon those broken mechanics.

Well, to be fair. ZOS purposefully made guards not fool able by cloak. they did this sometime in the PTS if i remember correctly.
But yes cloak is crap atm. also, if you go insidea building and get caught by a guard, you are screwed, as you cant use doors during combat:/

Lol consequences.. How about this hypothetical scenario:

You're trying to steal from a safebox beside a cart in a market. There's one pesky witness (who is a uniquely named and the text is white (they're a civilian who can be killed))who appears to be out line of sight behind an apple basket on the cart - however the basket appears to be transparent because this witness keeps detecting you.
So after frustratingly racking up about 500g of a bounty and an unsettling amount of rage you decide to accept the consequence of a larger bounty and kill the SOB and get him out of the way.

So, a few quick slashes and an additional 1k bounty later he is dead and your safebox is ready for the taking, just as soon as the wanderers are looking the other way.
This is where I went into a nerd rage: within a minute, before he wandering NPC could even complete 2 legs of it's circuit, that pesky SOB and his bulging eyes spawned exactly where I had relieved him of his existence.
So: I'm wanted for the murder of a man is still alive (and can also see right through solid objects)?

What's the point of accepting a bounty for murdering someone in a calculated effort to remove them as a nessissary step to reap one's nefarious reward?

I really, really want to enjoy my eso experience, and I'm excited about the content they've released so far and what is on the horizon. But frankly, I'm still choking through their unfinished business and it is unsavoury.

    Rant concluded, carry on.
