Outlaw and riding skills trainer availability issue

Living life as a perma or huge bounty outlaw has consequences, so thats good. However, the outlaw refuge seems to have been setup to provide an alternate form of access to game services - e.g. bank, guild trader, fence, merchant.

Therefore, if the logic is that you can't really obtain town services, but an alternate form has been provided in the outlaw refuge for banking, selling to merchant, etc - why is there no riding trainer?

Because the one and only thing you can not do while having a bounty, is train riding skills.

Therefore unless you max your skills, there is no such thing as perma outlaw or even not paying your bounty daily so you can train your riding skill.

I would request Zos to add a riding trainer to the refuge. Either be consistent in that you don't have access to major game services while an outlaw, or you do. Having some, but not others, seems inconsistent.

**Note - you also can't list items on guild trader from the refuge unless you guild is the one in the refuge, but at least there's the workaround of putting items in bank, then having another char list them. For riding skills, there is no work around.

    You can use the Horse Trainer in Cyrodiil regardless of what type of bounty you have.

    Or Coldharbour.

    I think the Outlaw refuges are good the way they are. Give access to some services, but not all.

    Otherwise my character might as well rent a room down there too...

    No reason not to have a horse trainer in a refuge ? Could be a rustler type character, maybe you could start stealing horses to sell him as well as the training : )

    The more things like this they add to the refuges the fewer reasons there are to be an non-outlaw. They already made it cushy as hell with the addition of bankers to the refuges. There is already very little reason not to be an outlaw,and very little incentiveto be "upstanding". If you wanna train your riding skill then go to Cyrodiil or Coldharbour.

    Maybe that stable hand outside the Daggerfall refuge entrance should apply to be the outlaw stable master. Maybe then people would stop killing killing her.

    Idea: What if they added horse stealing to the mix? As long as you managed to stay mounted you would get one of those circle timers, similar to the flag capture or player resurrection meters, and once it filled you would get a random point to your riding skill. Same cool down, it would be cheaper but more messy as a trade off.

    There already is one major consequence - try questing while an outlaw - it adds pain and significant time sink to earning xp. So thats good enough imo for outlaw consequence.

    Now if you're out of quests, that's on you. The reality is majority of players with majority of alts still have quests left.

    Far as services available - i won't mind either way - take services away to enforce that consequence on outlaws, or don't.

    But don't be so inconsistent that some services are provided while others aren't, and as responders have pointed out, I was wrong and riding trainers are available in cyrodil.

    So once again, Zos did not eliminate something you can do, but simply make the quality of life issue harder by making you go there instead of at the refuge.

    Back to - either enforce real limits, or don't. But don't have it simply be a quality of life pain to have access if you're going to leave it in.

    I for one would remove the bank from outlaw town. Let the criminals suffer more inconvinience... still easy enough to dodge the law through cyrodil and coldharbour anyhow...

    I agree, right now the potential gains and positives far outweigh the potential losses and negatives.

    What are the gains of having a bounty on your head? U cant go in tows, you cant quest in peace. The only gain of being an outlaw that I know of is selling stolen itens, but u can do that without a bounty
