Sounds like you have a bad rout to the server. I would say try pinging the server IP and see what you get from that.

Probably something to do with the NSA/European equivalent's new *** internet policy where they install data processing nodes to eavesdrop on communication between countries and break tons of backbone architecture in the process.

They don't care so long as they get their snoop off.

If you have the option try a VPN to somewhere in the US and then connect through that so you have a different route. This will often resolve problems like this, though VPN can be hit and miss and depending on the provider can introduce latency of its own.

Honestly I really have to buy freaking VPN to be able to play this game?

I'm not really sure about this kind of technology so I won't talk about that.
It's just funny that thousands of people should pay money for VPN to fix this issue. Other online games work perfectly fine.
Is there any other way to access a different route? What IP should I ping?

Sorry, I don't know the IP for the EU server. You could use a program like TCPView (free) to see what IP the ESO game client connects to and ping that.

Honestly, I think the main reason there are latency problems with games like this and not others is that the *** surveillance goons tend only to invest time and hardware in spying on the activity of the latest and most popular titles.

Any time a game gets a huge influx of customers/traffic, expect the surveillance stalkers to show up with their network-breaking fap.

I have also had high latency since the update. My usual range used to be 75-200ms. Now it's mostly in the range of 200-600, sometimes even spiking higher. It doesn't seem to matter whether I'm in a low pop zone, a dungeon, Wayrest or Cyrodiil. At times it feels almost unplayable.

For some reason when a lot of people are downloading it affects the ping to the game server.

Expect this lag to go away next week and then get really bad again around the 17th.

I wish latency was my only problem. Along with that, I can hardly move without the game crashing unless I change to "OpenGl", in which the game is so unplayable to where I can not see why I'm being attacked until the resolution finally comes to. The framerate is so bad, it feels like stop-motion, and it hurts my eyes. I've spent my whole time since 1.6 figuring out ways to play to finally just pick-pocket and kill NPC's today. That's all I can do safely. I can not play with my guild mates, can not quest, etc....

I've put together a very nice 64bit computer minus the power source and case for 500.00 USD shipped via newegg. I believe this may be my only alternative due to ESO's staff have been unable to help me through these problems since 1.5 launch.

You too may need to spend money to keep the game running efficiently, even if you exceed the 'minimal' requirements just as I do...

    I wish you luck buddy.

If this is true, people will keep coming slowly we are gonna have a bad time as a neverending story.
I'm not a technician but it's weird that downloading / patching server is not completely separated from actual live servers.

After 1.6 latency issues have made the game unplayable for me. I'm in Asia, so I don't expect perfection when playing on the NA server, however I was able to at least function in game with my 200 - 300 average. After 1.6 came out, I start out in the 300 range and after 20 minutes, my latency has jumped to 900 - 1100. After 30 min I've seen latency as high as 6000 - 7000 before getting punted from the game.

I have disabled every addon and I am having no latency issues with any other online activity. I've run traces and can't see anything that would account for the issue. I did send in a ticket yesterday but I don't expect to hear back any time soon with all the tickets I'm sure they have from the update.

As someone who has had to use VPNs to play games in the past, it's a really crappy option because the latency skyrockets anyway due to the extra hops of the VPN.
