Question about sneaking and stealing

I am a VR14 NB and I was in craglorn bank. I was just messing with the stealing aspect after I set my skills and attributes. I was totally stealthed with a - hidden notice and opened a barrel and took the item. I did this twice. Both times I was completely hidden, and I never saw a notice that I was detected. I came out of stealth and was notified I had to pay a bounty... I thought that when you were completely hidden, you could take the items without getting a bounty. Is this not the case?
