Thief but no Justice

Ok ya its cool they added the thief system. The ability to steal, kill, pillage, and whatever else you want to do. But what about the stand up citizens that want to fight the evil in city? We have to just sit back and watch an innocent get murdered? Why can't we prevent these crimes or even track these notorious criminals yet? I know I am going to get so much hate from this, but I want to be able to bring to justice the ones who threaten our society.

This has already been discussed a hundred times. They aren't implementing the PvP aspect of the Justice System until they can find a way to do it that won't turn it in to a 24/7 non-stop grief fest.

Then give us a pve aspect is all I am saying, instead of just catering to the outlaws.

Hm, you know the way they could do it is a bounty system. you have to go to a NPC, get the bounty on another player and then go find them and only one player can pick up one bounty at a time... or something like that.
