A Proposal: Guard Reaction to Werewolves & Vampires

So we know Stage 4 vampires and transformed werewolves are NOT going to be KOS to city guards with today's update and phase one of the Justice System. While ZOS won't say anything about it (insert my discontent grumbling here) my hope is that it's still on the table and they're just kicking around ideas on how to make it workable, that is, challenging but not so annoying to those who are used to it not being an issue that the forums won't explode with a freak out fest.

In Skyrim, prior to Dawnguard, Stage 4 vampires were attacked on sight by the guards. This is probably the basis for many folks (myself included) advocating that it happen here. But there has also been some vocal opposition, mostly from the PvP crowd who demand that they never be "forced" to leave Stage 4.

Happily, there are a couple of ways to please both camps and I hope ZOS will consider them.

Proposal One

1. Stage 4 vampires will NOT be KOS to guards in Cyrodiil, ever.
2. Stage 4 vampires and transformed werewolves WILL be KOS to city guards in all PvE areas.
3. The durations of Stage 1 (currently 30 minutes) and Stage 3 (currently 1 hour, 30 minutes) will be changed so that now Stage 1 will be the longest Stage and Stage 3 the shortest.

Why? Because this will allow PvPers to feed only once and have enough time to conduct any business they may have in towns and yet return to Cyrodiil in Stage 4 rather than having to wait an hour and a half to do so. This has the pleasant side effect of pleasing the majority of roleplayers who have longed for a longer Stage 1 since launch. Logically, one should "degenerate" towards Stage 4 faster the longer one has not fed rather than the reverse anyway. This change does not change the overall time it takes to go from Stage 1 to Stage 4 and will not cause anyone to significantly change their playstyle if they do not wish to.

Proposal Two

1. Stage 4 vampires will NOT be KOS to guards in Cyrodiil, ever.
2. When in PvE cities once a vampire has reached Stage 4 they will see a red warning any time they begin to get too near to a certain (to be determined by ZOS) percentage of guards. These guards will be assumed to have experience with "monster hunting" and are therefore better able to recognize vampires as potentially dangerous creatures.
3. A possible addition would be that an even smaller percentage would become "red" even at Stage 3 OR guards and townsfolk could start making the snide and/or creeped out comments we're familiar with from Skyrim at Stage 3, serving as a "heads up" to pay attention to your Stage as you slip towards Stage 4.

Why? Because this would make being a Stage 4 vampire in PvE cities challenging but not impossible. This option adds additional gameplay at Stage 4.

ON A RELATED SIDE NOTE: Blood Potions
These would be inexpensive potions available at NPC vendors that would set your vampire back to one Stage lower that whatever current stage they are in and would last for 30 minutes. These potions could be added to the Alchemy crafting skill with the blue versions lasting an hour and the purple ones lasting 2 hours. This would give players additional options over controlling the Stage their vampire is in and add additional game play.

    I would totally like to see this kind of thing implemented eventually as part of the justice system. Just makes way more sense... plus it will make being a vampire more fun.
    I kind of miss actually caring about whether the sun is our or not and hiding in shadows etc... while that would be harder to implement in a MMO, a portion of that nervous excitement can be had via a justice system that takes vampirism/lycanthropy account :)

    I do not PvP with my V1 NB. However he is a vampire that is at stage 4 permanently as I never feed because I like the undead "look" my character has while at stage 4. Personally I would rather not have the hassle of having to avoid guards every time I want to go to town.

    So while I wouldn't object to these suggestions being added for RP purposes, I would want the choice to turn it off for certain characters.

    Although I would personally find it boring, I am not opposed to it having an opt out as certain other portions of the Justice System do and will once the PvP portion of it is finally introduced.

    My gameplay time is limited due to work so I need to be in and out of towns quickly in order to get stuff done.

    However, I understand your frustration. And your points are valid, it IS an area that would add extra gameplay. Perhaps a morph added to the skill line that would give you a "glamour" spell that would enable you to enter cities at stage 4 unmolested?

    Would certainly blend better than just having a toggle I suppose, because it would be immersion breaking for you if you are sneaking around to avoid the guards and some other stage 4 player is doing press ups in front of them due to having it toggled off. :|

    If there is a toggle or "opt out" spell, the question them becomes who will let themselves be KOS?

    While it may be something cool to have for rp purposes, such a system would lend itself to being wasted data in the game with potential to break or break other parts of the game.

    Blood potions or non-combat NPC/guard interactions have potential to make the game more alive or interesting. Paying a higher bounty, imitating a bribe to say 'distract' from your condition is also something that could work. Something that is not going to get players killed or just force people to pray for a toggle.
