    The results via PTS are that Refining for Legendary Tempers is ~5% come 1.6. I personally get about that much on Live right now. The only test I've seen for Live recently was a month or 2 ago on Reddit that sampled 20K units and saw a 2.7% Refine rate of Legendary Tempers. There are Players that see results on both sides of the spectrum on Live, some say they already get 5% or more, some say they get almost nothing. I won't vote because I personally don't think ZoS actually increased the Refine rate and therefore think it makes little difference if you do it now or wait until 1.6.

    Unless they somehow accidentally change the refine rate in the wrong direction, there's no reason to refine now. They've said that it will be increased, so it should be better after 1.6. Even if that didn't make it in, I haven't seen anyone say that the refine rate is worse on the PTS, just some people have said it seems to be the same, so by waiting for 1.6 you're playing the odds. It should work out better, but if it doesn't it will be the same.

    Even then, the ones who've been saying it's the same have sample sizes so small that their margin for error is larger than the suspected difference between the two drop rates.

    Still, unless it's an inventory space issue or something similar, my money is on "wait." You're still rolling the dice either way, and can potentially get screwed, but the odds should be better in 1.6.

    You can'y rely on ANY threads of Live Refining that are more than ~2mo old as any of the 1.5.x patches could've ninja changed the values. The only reasonable test was a month ago like I said and was of 20K mats which saw 2.67%. But since this is the only post showing recent Live results you have to take it with a grain of salt. Also like I said, I see right about 5% now on Live as do many Players, but at the same time there are many Players who get terrible results right now on Live. @starkerealm has it basically right, as long as it isn't eating up your inventory space then you might as well roll the dice and wait until 1.6. @UrQuan is also correct that none of us really found PTS Refining to be WORSE than Live, but no better either. Wait, don't wait, personally I don't think it matters but I also don't think it'll hurt either way.

    My addition to the stats: I've done around 13k various mats around October (to complete the Master of Refinement achievement). The total amount of legendaries came a bit below 2%. Tested a few thousands on PTS too and got around 5-6% which I was quite happy with until found these threads complaining about it's being the same on live. Well actually it would not be first case that ZOS has been fiddling with something but announces it only in a later patch.

    I was always wondering if there are some other contributors than just the xxx Expertise passives. I would not be surprised if it was adjusted by other factors like character level, raw mat level... etc.

    I can wait another 2-3 days, as it doesn't get worse at least.

    I would not only wait until after 1.6, but well after 1.6 and here is why: Based on many different test results on the PTS, the "increased" proc rate on refining materials in 1.6 is not very "increased" at all. I suspect that there is a very real possibility that a large amount of negative feedback from the community will result in a buff to the proc% post 1.6. This hypothetical buff won't happen until at least one patch after 1.6 goes live.

    So I intend to hold onto my raw mats for a while. They certainly won't nerf it, so there is nothing to lose by waiting a while, and potentially much to gain.
