Low level achors, no fighters guild XP or chests?

Is there some level range i can do these anchors to level my fighters guild XP? Ive been doing all anchors once a day and low anchors seem at random give chest and xp for guild and sometimes not.. Higher levels have allways given these from doing them...

Smaxx✭✭✭✭✭In general, if there's a 5 level (or so) difference between you and the content, you won't get any loot or experience (except crafting materials). Thats intentional.
You can still do the lower anchors to fight Molag Bal's generals, but you can't earn Fighter's Guild XP (or XP in general) there. Go to the next zone.
