Just like Booster Manufacturing in Eve Online.I'm loving all these ideas! Have the player be able to be addicted to Skooma and let them bypass any in-game legal issues by buying from the crown store. If they wanted to partake in the in-game Skooma trade and manufacturing then they can but would run the risk of being caught and prosecuted. Real world consequences for in-game Skooma addiction. Brilliant!
I need to revisit my Skooma suggestion to incorporate these ideas!

I imagine they can't add skooma to the game due to all the menial drug laws for all the various countries the game is released in.

It's Ironically very realistic.
You could design it as a drug that gets worse the more you use it. The effect of Skooma could give you an exp booster, but it would have a limit that could be passed of once per day. If you only use one of the boosters per day you will be fine. However if you take one immediately after the first one expires, you will get a booster but you will slip into a stage one addiction, which would in turn create a negative experience booster, or an experience tax upon the boosters expiration. For each one you use you apply an additional stage of addiction which could add on higher percentages to the experience tax. This could probably go on until you hit something like -70%, in which by this point you're forced to never play unless you are under the influence of "Skooma"...
Wow... makes me wonder if after that they will soon introduce an ESO based "Fixer", could even create more addiction problems. Good God, could you imagine the horrors they could get away with when designing "Balmora Blue"?
Yes please add real drugs to ESO. (I'm serious. lol)
