Panacea of Weapon Power unusable?

In the course of my testing, I discovered that I am completely unable to use my 3 effect Panacea of Weapon Power potions, either from my inventory or the quickslot wheel. When I try, the game plays the potion drank sound, but no effects are applied to my character, no potion was consumed, and the potion cooldown did not start. Tested both in and out of combat. No active buffs were applied to my character in either scenario. Health/mag/stam pots and spell power pots seemed to be usable as normal.
