Would having a PvE Cyrodil as a campaign and remove the silver / gold quests keep us "At War"?

OK, this is going to be a touchy subject...

-I'm proposing this one due to a personal opinion (which I realize everyone does not share). The other reasons are based on the "at war" concept, the justice system and to establish a belonging to a faction per character.

-I do expect many to comment why they like the silver/gold quests and why it should stay but this is just my point of view.

Why:
-If in fact we are "at war" against the other two factions, why are we going to go off and help either of those factions but then be limited to our original faction in Cyrodil?

-The justice system introduces cause and consequence for attacking NPC's. This isn't limited by faction and because of how the silver/gold quests work, the justice system doesn't need to be changed.

-Going through another faction after spending pre-VR levels building extensive relationships only creates a stronger argument to stay with your alliance.

-Even if we consider the end game story where each alliance comes together for the greater good, this isn't a situation where our character has become neutral with the other two alliances. Its even evident if you were to try and explore outside the quests parameters when porting to the other two alliances during the story.


Suggestion:
-For those who played Dark Age of Camelot, there was a Frontier.
This zone combined PvE and PvP and was a true "Real vs. Realm" or "at war" concept.

-Realizing that everyone does not want to PvP or even feel pushed to PvP as the silver and gold quests allow them to PvE and quest, this option needs to stay.

-What better way to extend the playable zones and incorporate a zone that non PvP players are missing entirely.

Conclusion:
-This campaign who really only exists and the PvP of other players would not be present. Some say...then whats the point?

The PvP aspect would follow the VR level system or whatever difficulty system that will apply to PvE in the future.

It just opens up the game to establish a meaningful "at war" experience.


Push-back:
*What if i want to do the silver and gold quests still?
-Those opportunities would exist by creating a new character in another faction.

*I don't want to play PvE Cyrodil!
-OK, this is just an idea using what exists...maybe you have a better idea.....please share.

*What about those who had to complete those prior and who are not finished/
-Is it far fetched that ZOS couldn't just align those quests into the Cyrodil idea?
