One more CP conversion question

I know it's been discussed to death, but I'm still confused on one point. Does a VR1 character with under 200k xp get any points? Does a VR1 with 400k get 7, 2, or none?
I've seen contradictory interpretations of this point based on:
"Any Veteran Rank character that logs in after the system goes live will get 5 Champion Points added to the account for each full Veteran Rank that character has achieved."
and
"It is possible that a Veteran Rank 1 character may not have earned 200,000XP into Veteran Rank 1. In this case, you will not receive a Champion Point after the system goes live."
Just trying to get the consensus opinion here.

    VR1 with under 200K XP = 0 CPs
    VR1 with exactly 400K XP = 2 CPs

    @Tomg999 No. Every VR is 1.000.000 xp. You get one cp for every 200.000 cp. If you don't have 200.000 cp on vr1 you don't get 1cp. A vr1 char with 400.000 xp will get 2 cp. If you have 867.065 xp (vr1) you will get 4 cp. They made it all pretty clear in their official posts.

    So it's just a straight 1CP per 200k xp after you reach VR1. Cool.
    The "5cp per VR rank" just refers to the calculation of 5 cp for 1M xp.

    just for the conversion when 1.6 hits. It is a one time thing. Earning cp will be 400.000 cp each.

    Wait a second. Is it like birthdays or years since the turn of the century or whatever?
    If you only obtain conversion CP for xp after VR1 (e.g., VR1 with 201k gets a CP), then if you are exactly VR 14 you don't get 70, you get 65. Likewise, if you are, say, VR5 with 10 xp over it, you get 20cp, not 25.
    So to obtain the max of 70 CP during the one time conversion (with only a single character above VR1, of course), you need to be VR14 with 1,000,000 xp obtained after reaching VR14. Correct?
    It's stupid, I know, but it's bugging me.

    In order to get the full 70 points, you have to be VR14 plus an additional million XP.
