Nope. The Champion System will laid over the top of vet ranks. vet ranks will be around for quite a while still, I'd guess earliest we would see '1.7' out removing vet ranks is Q4 2015.
The reddit discussion today confirmed that the 1.6 update is the last one that will be released under after the console release is completed and all the dust settles around that. Q4 sounds about right, though there is a little voice in my head that says VR ranks might never actually leave the game. Between the influx of new free subscribers, the impact of the Justice System, and the fact that the console game is going to overhwhelm the PC game, the changes that have been discussed for the future could be put on hold for much longer.
It's hard for me to imagine that, with a fresh release to other platforms, they'll implement a system that they're planning on changing that much that quickly.
Dunno whether that would mean keeping VRs indefinitely or removing them after 1.6 and before/at console release, but it seems like a mistake to willingly put multiple new communities through that controversy deliberately.
Call me crazy, but I thought 1.7 (the update to kill vet ranks) is dropping just before console releases. Like console releases are never supposed to see vet ranks.

Gar'Sol the Wanderer VR14 Khajiit Sorcerer Spellblade
No clue why they don't just replace with levels. Keeping vertical progession, isn't a bad thing, specifcally related to gear. I vaguely remember hearing vr14 gear now will be still have higher values than vr1 gear when the switch occurs. For example vr1 dagger would be 100 wep dam while a vr14 dagger would be 120- even though now both read as level 50 daggers. I have no clue how this magic secret scale will work it boggles my mind that vertical progression cant be kept for us to literally view.
To illustrate my point a bit further lets assume its the new system.
I'm level 50, I have 70 champ points i craft a dagger with 100 damage. Now I play for week and have 120 champ points, I'm assuming I will be able to craft a dagger with over 100 damage. Vet levels seem to illustrate this power increase better to me. If there is no increase then I'll be just downright confused.

It basically works like an item level system from what I read to use armor + weapons and it looks like it will be like the paragon system in diablo 3. Until we actually get to test it out nobody knows for sure.
