Accounts; Do they include pc and console, or separate for each?

Earlier there was an offer for a cheaper copy of ESO for those who purchased a pc version but wanting the console version.

A few questions:
1. Is this offer still valid?
2. Does the entire account transfer, or is it simply individual characters?
3. Do items etc get transferred too?
4. If it is an account wide transfer, is it still possible to play pc version too? (I have made some good friends on pc guilds, but I have RL friends on console)
5. If I have the imperial edition (which I do) does this get added into the console transfer? Or does the cheap digital copy only give me the standard edition?
So much confusion and uncertainty. Any help would be much appreciated.
