If they are seperate servers then they could keep them running on different versions of the game if they needed to.
I recall one time in LOTRO when the EU players waited a good week for an update that the US servers had already got - there was something horribly gamebreaking about it so they delayed rolling it out to the EU until they fixed it in the US.
I was surprised when I read this too but they said they wanted it after Justice and Champion system is out, which can be by then. But they also said spellcrafting will come with console release. If we just guess that 1.6 will come at the end of Jan (which is just pure prediction), I don't see how they will have spellcrafting all tested and released in less than a month. Also, if I recall correctly, Imperial City was supposed to come before SC, I really doubt they would both come out not a month after 1.6.
Also, I wish the game was cross platform like FF XIV, if it was, I would buy it for PS 4 without hesitation, but like this I don't really feel like restarting everything.

unless they have changed it PS4 and Xbox will be on their own servers separate from the PC players

I do find it amusing that people will pay a subscription fee just for the privilege of being able to access the internet on a console, but paying a fee for an actual game is too much to ask.
