One Handed Weapon + Staff = Wizard?

So I don't know if this discussion has come up before in a previous post, but I am curious why there's no one handed weapon and staff weapon tree? While playing a sorcerer, I would definitely prefer using a sword and staff rather than a sword and shield. I imagine that implementing such a weapon tree would require some of the following elements:

1. The staff would obviously be used primarily for blocking, and not for its offensive magic properties. Or it could retain some magic properties but be more like magical barriers/shields instead of using it as a blocking stick. In order to substitute for a shield, a staff would need some armor value to it.

2. Because the magical staff and one handed weapon fits a caster archetype, passives could, however subtle, support the magicka side of things.

3. One handed weapon skills could either mimic the one handed and shield tree, or if developers are feeling creative they could give it a magicka flair.

I'm really interested to hear what people think about this, or if I just missed the big discussion that happened before I got here. Really I just can't imagine my sorcerer wearing a shield, but don't want to be blocked out of using any of the cool-looking one handed weapons out there.

TLDR. I'm not powerful enough to carry a sword and a stick at the same time.

    A staff usually requires two hands to use in combat. This is due to the length and weight. You can try your idea at home with a broomstick and a baseball bat (mace).

    Unless your offhand is really strong or you're Gandalf, you'll likely find it's extremely awkward to swing them around at the same time. If you imagine someone hitting the staff really hard with any other weapon, when you're trying to hold it with one hand, you'll understand why most games make it a two handed weapon.

    Wand and one handed work and they could build some interesting magica based skills around that combo, if there were wands in ESO.

    Well I guess I didn't imagine swinging the staff is required to use it for blocking. I didn't mean for the staff to be used as a weapon, but rather a defensive tool. Also a magical barrier sort of shield would just require lifting the staff and conjuring its magical energies (which I do with my broomstick all the time). I'd argue that shield bashing requires more physical strength than stick bashing, seeing as a shield contains more mass.
