In ESO live today it was announced that a new buff/debuff mechanic is going to be added into 1.6 called "major and minor" buffs. The mechanic basically prevents two similar buffs from stacking the same stat. The example given was spiked armor stacking with immovable; if immovable is chosen as the minor buff it may provide utility (immunity to cc) but the armor buff will not stack on top of the major buff (spiked armor in this example).
My question is how will the major and minor buff be determined or "set"? Is this something you set while out of combat, or does it deal with the order the buffs are applied?
