Anyone else seeing 95-150, even 600 or so on certain nights? I asked some people in my guild and they reported 115 when I also had 115. Checked my end, not me.
Coming from a technical perspective, yes. If I'm in the US and I'm connecting to a server in the US, my latency should not be higher than 85 or 86. If it's above 90, or 100, that's indicative of a problem. When it goes between 85 and 115 or 120, it causes jitter on the line and the packets going to and from can lag behind, which means whatever I'm doing in the game when that happens might be caught playing catch-up. If it chokes and goes to an unhealthy latency like 115 or 120 when I'm in combat, I might have to let the game drag my abilities out and I'll find that the mobs I was fighting have hit me 2-3 more times than I was ready for because of the lag burst. 115 consistently might not be bad to some folks, but to someone who has to deal with tracerts and packet loss and stuff of that nature, it's an annoyance. I've been able to determine that it is not my line.
@Gary, it's everywhere. It's only at night most of the time it happens. Right now, it's 71-85, like a healthy broadband connection should be at. I believe it might be attributed to your servers being busy during peak hours.
Edit: checked it again 5 minutes later, still going up but less intense.

from Australia at release my ping was 230 it now sits at between 330 and 780 depending on time of day. I know it cant be helped because of where I am but it does seem to have got worse in the last month.
Went to blackwater blade last night on a dc alt and it was better at 265.
Ya I got killed by a skeleton twice because it was loaded and I couldn't attack it, or see it, But I was loaded. (interactable items that phase in effects seemed to have problems. (even after setting graphics down to minimum)
Tonight, 3 times, my in-game latency meter shot up. Once to 999, twice to 150. While this happened I was running tracerts and ping tests. My line was fine, the only area that was showing problems was ESO.
Still going on, no end in sight. Other people posting on forums, reddit, other places complaining about latency problems.
Today, I did a dungeon with 3 other people. All of them said they were lagging. One said he got stuck at a load screen trying to exit the dungeon. I did as well. I got disconnected but my internet was not down. Persisted...
Just to throw mine in there, I'm getting heavy lag in Coldharbour yet my pr is staying 125-150 (which is normal for me)
Edit: My Wife also in Coldharbour although in a different spot is getting the same issues.
Funny.. or not so funny thing is I think i've died more since this lag started than I have on the char in total up until then.
