✭✭✭✭✭General Merchants sell potions. Also, Alchemists sell them too. The position of the Alchemist has already been given, but there is also the Chirosarium behind the palace where the Dye Station is, I think there is an Alchemist in there (there is an alchemy table so there is usually an alchemist nearby those)Enjoy the game, life is what you really want to be worried about.
