Is it posible to make all text data separated in .txt format to be able to edit it?

This will make posible to localize to other languages by community.
this will expand amount of potensial customers.

As far as I know, there are already two localization projects:
- RuESO: http://online.elderscrolls.net/RuESO (Russian)
- Cervanteso: http://www.cervanteso.org.es/ (Spanish)
