    Yeah, although my main is "parked" there for ages, I've only seen the camels just recently when I was searching for some water nodes down there ;)
    There are even more camels (or dromedaries?) in Craglorn, but I rarely go there.

    I think they come with the camp for delivering items for the crafting quests.
    Grinding just make you go in circles.
