I made this comment here but thought it would be good to have wider forum feedback rather than bury this is a thread that wasnt read.
http://forums.elderscrollsonline.com/discussion/141875/so-them-buff-servers#latest

I have a solution to the Buff Servers and the population issue and the server load issue.

1. Keep Multiple campaigns but make them 7, 14 and 28 day (not 30).
2. Merge the points for all campaigns and have the 7/14/28 day campaigns sync.
3. Make alliance war buffs depend on the actual war (ALL CAMPAIGNs COMBINED into a TOTAL).
4. Remove the home/guest concept. Go where you like...it doesnt matter anymore.
5. Merge the population count for all campaigns as the basis of the low pop bonus.
6. Use PVP faction vs Logged on Faction as a multiplyer on the low pop buffs.

This way there is no such thing as a buff server as the buffs all come from one source which is the COMBINED score. Think of it as ONE server.

There is no need for overloaded server + 3 buff servers. So everyone can spread out across any and all campaigns. Think of it is a different map in the same war (instead of multiple wars).

Buddies in once campaign are struggling to maintain keeps...jump in from you own server...but know you are making the other keeps vulnerable

People in any part of the world using US or EU servers dont have to worry about night capping so much as the WAR COMBINES scores over ALL time zones. OK not a total fix but lowers the effect of nightcapping.

Population is more balanced. No more low pop gaming by any faction as its impossible to be logged off from one war and play another. There is ONLY ONE WAR. The population is the total across all campaigns. Lazy players currently get PVE buffs. So use a logged faction pop vs PVP faction pop as a multiplier on the PVE buffs. 100% PVP population gets 100% buffs. 0% PVP population gets 0% PVE buffs. This means if you want PVE buffs you better make sure most of your faction plays PVP.

A greater sense of community emerges among all campaigns and EU US servers as their fellow faction members are invaluable to their own progress in the war.

It's obvious cyrodiil has fallen into disrepair but this is not the solution.

It's not about the buffs as much as it is about access to the zone at all times. That and the option to have a more casual pvp experience.

They should rethink the zones contents. Upgrade the harvest nodes to voidstone and voidcloth. Update loot tables for the delves so they dont drop blue lvl 50 items. VR level matched items to your character. VR14 pvp bags. Elven ruins. More random roaming encounters. Give players something to do besides kill each other that helps the war effort. Like a campaign wide collection of something or a building effort. Harvest nodes in cyrodiil could drop rare items that are put towards your factions total. First to collect enough gets special bonuses etc.

Cyrodiil just needs an update, not some grand merger scheme. Who cares about buffs, the real problem is not them by a long shot.

Give people a real reason to go, the buffs are not the reason, they should just be extra fluff. The real meat should be better loot and interesting incentives that are hard to obtain but well deserved, buffs are not that.

PvE buffs via Cyrodiil should be removed from the game entirely. Any buffs gained due to how many keeps your alliance is holding should apply only in Cyrodiil. As soon as you leave Cyrodiil and enter a PvE zone, the buffs go bye-bye.

Cut the number of people allowed in each campaign. Start with like 50% less people or something until they figure out all the problems. Then add more people as allowed. Less people more campaigns full.

Why do you even care about the buffs? Are they hurting you or your pve experiance in the game? I don't get what there is to complain about here. If its about the population than go populate a server with some friends.

Its not just about the buffs. Its about the impact they have on the whole war effort. Hence the title.

At the moment each faction homes on a buff server they ignore, unless someone tries to take resources and then the whole faction storms in to make sure they lose no PVP war points and gain PVE buffs.
This leads to three servers that are pretty much dead or pointless to enter.
    That's right..3 useless servers.

That leaves 1 server that's actually used for the war. Guess where everyone goes ? Guess where everyone cries because the performance is crap because that server is not only lag ridden but also overloaded ? Prime time = loggoff time?

    So what we have is..
    1 dead EP buff server
    1 dead DC buff server
    1 dead AD buff server
    1 locked War server
..and any remaining no one gives a crap about.

I am not asking for campaigns to be removed. They remain essential to split the load.
I am asking for the war points to be combined so that there can be only 1 buff server and that is impossible.

Currently EP wins 1 war and all buffs, DC wins another war and all buffs at the same time, AD wins another war and all buffs too...then all three fight over the buffs and winning the war on the final server as a bonus.

Combine the war points and that simply becomes impossible too. only ONE faction can win as there is only ONE war.

So...since buff server become pointless...since winning your own personal war also becomes pointless...no one has to pile on one server. There is no more....waaahhh theres 100s of people and everything freezes....waaah I cant log on for 1 hour and then I get kicked...waah how they getting all these low pop points and winning when they don't even show up. None of that crap matters anymore as you can jump on another server with no penalty to the war effort or your buffs.

I think you're missing the point here.

The buffs are not hurting PVE. Instead, they are hurting PVP because each faction has an incentive to maintain a buff campaign (for PVE activities), which causes all PVP players to overload into one campaigns while the buff campaigns remain empty.

Go populate a server? lol yeah if you mean running around an empty map with 3 people.
