It can be, especially if you are in an area with plenty of animals attacking you, But on several occassions I've been gathering level 2 leather mats to refine and run out of animals to harvest. Not saying it's a huge issue for me, because I only wanted 20 raw hides to refine, and just waited for the beasties to respawn. But I do get why for some levels it's an issue.

Overall the point is not that one cannot get scraps at all but that the level of 'work' is much higher than the equivalent number in other crafts.

As I said in my earlier post Alex my NB never had a problem getting mats for her leather gear while levelling. She never had to go out to gather for leather unlike other toons. The time I wasted trying to gather ebon ore to make armour as a Templar that's was time I will never get back.

Alex I have the opposite problem I have more leather than I need almost drowning in the stuff. But metal I always have to search for that.

Also running around searching for nodes takes more effort than killing cats. I only ever have to run around searching for nodes for writs never happened for leather.
Gathering from nodes is not as much fun as doing other things but you still have to do it to craft for writs.
Seriously gathering leather is faster than other gathering.
Guaranteeing scraps for every creature that could give leather would be unbalanced.
