I asked about DW morph of Sparks ability (Ember explosion), not Elude, tooltip it clearly says 40% miss chance for affected enemies for 4 seconds, so i want to know will it stack with miss chance from Cinder storm.
Maybe? That's the best we can hope for without testing. Logic says that if they both affect the same thing, then

    1) they should stack,
    2) each is checked separately, and
    3) they overwrite each other making one redundant.

If they stack then that'd be an 80% miss chance. If they don't stack and each is checked separately, then that amounts to a 64% miss chance (40% chance to miss on the first check, then 60% chance of hitting on the first check times 40% chance missing the second check = .40 + (.60*.40) = .64). With redundancy then it's just 40%, of course.
Don't know but I wondered the same thing if you use: hist bark armor, elude and cinder storm. I tried the latter set-up and you would think I would rarely get hit but it was not the case.
Just like how you're improving an item from green to blue. Using 2 resins gives you a 66.7% chance of improving but somehow this translates to failure more than half the time.

Perhaps the RNG has actually been broken all this time?

There is some confusion about miss chance and dodge chance stacking with like bonuses.

    Hey there folks,
For some additional clarification, dodge does indeed stack. We're unable to get into the specifics of each ability interaction, but the dodge stat doesn't go to waste. Hope that helps a bit!

All the testing I've seen, including the numbers related in the linked thread, show the opposite. For dodge chance, at least, we don't get the full amount stated in the tooltip, and they definitely do NOT stack. It looks to me(IMHO) like the different bonuses overwrite one another as they are applied.

Miss chance and dodge chance seem to "stack" in the sense that attacks miss or not, then dodge chance applies to the attacks that get past miss chance.

This may or may not help. It appears miss and dodge should stack with other sources of miss and dodge; it also appears that ZOS thinks that they do; but testing shows otherwise.

Chances are that the guy who wrote the code got layed off or fired, and that the "Dev's" themselves don't even know.

Seriously, the fact that the dev's try their hardest to keep the playerbase in the dark about the mechanics of the game is the stupidest thing i've ever seen.

    It really needs to change.

Indeed you did. I was pointing out a similar application that should stack but doesn't.
Using 2 different mitigation skills appears the only way. They don't "stack", but because they are separate rolls you get effects of both which you will not get with two like chances.

Not exactly sure about Cinder and Ember, I do know Hist set and Evasion or Blur do not stack. With the AE cap there are certain fights where both would be effective assuming the effects prioritize targets that aren't already under the same effect, but since the cap was thrown in arbitrarily and a knee jerk reaction to PvP and spam abilities it's effects on PvE were never considered, so not likely.
    V14 - IMPERIAL NIGHTBLADE - DPS/TANK
    V13 - BRETON SORCERER - HEALS/DPS
    V2 - REDGUARD DRAGONKNIGHT - MELEE DPS
    V1 - BRETON TEMPLAR - TANK/DPS

to be continued... Nevermind, no longer "to be continued"
