VR Leveling?

Hey everyone,
I am lvl 46, almost 47, and I am wondering about veteran leveling. I would LOVE to create alts to level in the opposite faction's zones, but I would like to get my main to max level first. Besides doing Cadwell's gold and silver and pvp, are there any pve ways to get there without grinding? If not, will there be new content available for VR 1 so as not to ruin the other faction's story lines @ZOS_JessicaFolsom‌ @ZOS_GinaBruno‌ ?
Thanks

As far as I know, and don't quote me on this, the only other thing are the dailies and Craglorn.

The dailies are set everywhere, but to get the XP for them you would need to be doing them in the Vet area's (ie where you would be doing Cadwell's silver).

Craglorn is accessible from VR1 I think, I think you need to be higher level to do the stuff that gets the XP, because most of it is group content, and most of the players are VR8 and higher.

I did create alts in each faction, mainly because I wanted to play each class, and though why not see all the factions at the same time. So Cadwell's silver/gold is a bit Deja Vu for me. But it's not the same experience, the VR levels play a lot harder than the start level, and it feels different, but yeah you can't avoid the story.
