I tried to level by questing in Cyrodiil from v11 onwards. For the repeatable quests I got, on average, a little under 1% of what's needed to progress a rank. Don't have any exact numbers I'm afraid.
Please stop making requests for game features. ZOS have enough bad ideas as it is!
I have more fun in PvP most of the time. That's where I leveled probably 8 out of 13 vr ranks. I still haven't even started Caldwell's gold, lol. But I don't pay too much attention to ranking quickly.
As a test, I cleared the Vlastarus quests this weekend on a VR8, and was getting 4990 XP per turn-in. This seems to be the amount that side quests in the VR zones grant for the character right now (VR8 Rivenspire for this AD toon).
I have an XP tracker add-on, and my level increased about 5% for completing all of them. So, I would think at that rate, if you cleared all 6 cities per day you would get roughly 30% of a level, meaning a little more than 3 days per VR level, if you only ran that content.
With my first toon I decided to try out PvP when I was about vet1 level 49 or so. I was gonna play for a few minutes to see how it was and I ended up becoming vet 12 there lol. It's really not bad if you stay in a group all the time and do some quests inside or outside Cyrodiil to change it up some when you don't feel like PvP'ing.
I had fun in Cyro at the time so it didn't seem too bad to level but I think regular questing might be a bit faster and I don't speed through the quests either, I actually enjoy the story lines here.
