Bug? Oversight? Is it technically impossible for a VR14 to obtain a useable 2 piece Undaunted Set?

In the latest patch, new 2 piece Undaunted sets were released. Bosses of Vet Dungeons drop the head armor piece, and the Undaunted chests give out the shoulder piece.
Dungeons are scaled to VR12 max. That means every drop inside the dungeon is VR12. If the boss drops the Undaunted set piece, it will be VR12.
The Undaunted chests scale to your level. If you are VR14, any items you get from the chest will be VR14.
So... you get a VR12 head piece from the dungeon boss, and you get a VR14 piece from the chest. Since VR12 and VR14 don't match, you cannot use the two set pieces together.
Is this correct or am I missing something?
(Edit). Apparently you don't have to have set pieces of the same VR level to get the set bonus. My mistake

✭✭OP, it doesn't matter what the level difference is between items of the same set. You still get the set bonus and effect. It wouldn't matter if the helm was VR1 and the chest VR14.
Ask anyone who has a VR12 Warlock set but has been forced to use VR1 Warlock rings to complete the set.Edited by dharbert on November 10, 2014 2:53AM -

✭I believe the set bonuses will scale down to the lowest level in the set, however. So it would be impossible to get any of the set bonuses with VR14 values, only VR12. -

Not realy, it will take a middle value.
More items of high level in set you have = bigger set bonus will be. -

✭I thought you had to match VR levels in set items to get the bonus (since the set bonus is scaled off of VR, having multiple set pieces will give different bonus values and invalidates the set).
However, if this is not the case, disregard.
