Developer discussion regarding XP

Apparently ZOS did not reply in general forums.
They did however reply in Developer Discussion forums regarding VP to XP change.

Sadly there wont be much change in 1.5.3.
Basically they will change XP gain you get from returning a quest.
You are still obligated to to Cadwell silver/gold in order to reach V10+.
At this moment it is not possible to reach V14 by questing alone. Because you simply do not get enough XP.
