Grahtwood quest bugged?

IS the quest where you free Haven from invaders bugged? You get part of the way through and then when you talk to Lt. Kazargi outside the aquifer, she does not give you the next part of the quest. Instead the entire quest is resetting. And sometimes after entering the aquifer, you cannot open the door to enter the fort. Any idea what to do?
